Mana Anwar nak sorok muka ?

1. Tun Dr. Mahathir telah menjelaskan sejelas-jelasnya dalam blog beliau mengenai pinjaman bank dunia

2. Blog chewal dan banyak blog-blog lain telah juga membongkar penipuan terdesak yang dilakukan oleh Anwar.

3. Penjelasan Tun Dr. Mahathir yang terbaru ini satu tamparan kepada Anwar. Kalau Anwar ini seorang yg baik, beliau akan memohon maaf kepada Tun Dr. Mahathir. Tapi, Anwar bukan seorang yang baik.

Artikel terbaru Tun Dr. Mahathir :-

1. The accusation that I wrote to the World Bank asking for loans is baseless. But Malaysia had been borrowing project loans from the World Bank since 1958. 

2. The last negotiations for the loans were made in 1997. These were for projects in:
a) Education sector USD 244 million
b) Social sector USD 60million
c) Technical sector USD100million

3. The currency crisis also began in 1997. Naturally the loans were not approved until 1999 when the crisis was over. The usual sequence is for application for a loan to be made, followed by negotiations. Approval would be given by the bank later.
 
4. The World Bank wanted Malaysia to request for loans to tide over the crisis like the other countries affected by currency trading. The loans would be conditional upon Malaysia following IMF advice on economic management. It is well-known that Malaysia refused to seek IMF or World Bank help because the so-called help would worsen the financial situation. Instead, in 1998 Malaysia imposed currency control which helped it to recover. 
5. In June 1998 (before currency control and while Anwar was still Minister of Finance) a loan for USD 300 million was signed with the World Bank for;
a) Fund for Food Programme
b) Higher Education Loan Fund
c) Microcredit Programme

6. By 31st March 1999 a loan of USD 100 million was signed for Technical Assistance and for overcoming Y2K problems. However, this loan was stopped after drawing down USD 11.94 million.

7. Of the USD 244 million Education Project which was approved in March 1999, payment was ordered to be stopped after USD 216.7 million was drawn down.

8. Of the Social Sector loan of USD 60 million, approved in March 1999, only USD 600,000 was drawn down before it was stopped.

9. As the whole world knows Anwar was reported in the press and foreign magazines for implementing the IMF policy without the IMF loans. He raised interest rates, reduced the period for declaring loans non-performing from 6 months to 3 months, reduced budget allocation to ministries so as to achieve a budget surplus etc.

10. Although he did not oppose currency controls, his appointees as Governor and Deputy Governor of Bank Negara refused to implement the policy and resigned. Tan Sri Zeti was then appointed as Governor of Bank Negara Malaysia.

11. As stated above, Malaysia stopped the draw down on loans negotiated with the World Bank in 1997 and June 1998. This did not stop Malaysia from recovering from the crisis.

12. At no time did I write a letter or verbally request for loans from the World Bank. If Anwar can show evidence that I did, he should. Failing that he should swear on the Quran in a mosque that he knows what he says is true. I am prepared to swear that I never asked for loans from the World Bank.

Anwar Ibrahim dan penipuanya

1. Dalam dakwaan yang dibuat oleh Anwar seperti yang disiarkan oleh MalaysiaKini, Anwar membuat beberapa dakwaan yang bercanggah ataupun menipu.

2. Lihat kepada kenyataan beliau yang ditanda dengan warna merah. dalam kenyataan pertama, beliau mengatakan :-

"pada tahun 1993, beliau menulis kepada bank dunia atas kapasitinya sebagai menteri kewangan untuk MENOLAK bantuan kewangan."

3. Tetapi melalui laman web bank dunia, Malaysia ada membuat beberapa pinjaman pada tahun 1993. rujuk gambar di bawah. lihat tarikh yg bertanda merah. Tarikh kelulusan di sini adalah pada 16 Mac 1993 dan 14 December 1993.


4. Kalau beliau menulis untuk menolak bantuan kewangan pada tahun 1993, kenapa bank dunia beri pinjaman seperti yang tertera di atas ? Bank dunia saje saje ke nak bagi duit ?
5. Kalau dilihat pada perjanjian yang ditandatangani pada December 1993 pula, jelas tertera perkataan Minister of Finance sebagai borrower dan Treasury di bahagian alamat. Rujuk gambar di bawah.


6. Siapa Menteri Kewangan pada tahun 1993. Bukankah Anwar Ibrahim ? Ini bermakna Anwar Ibrahim menipu dalam kenyataan beliau bahawa beliau menolak bantuan kewangan.

7. Dalam kenyataan kedua beliau Anwar berkata :-

"Pada 1999, Mahathir menulis KEMBALI kepada Bank Dunia merayu untu dana dan pinjaman"

8. Kenyataan Anwar ini seolah-olah, selepas 1993 tahun yang beliau kononnya menulis untuk menolak bantuan kewangan, Tiada sebarang bantuan kewangan atau permohonan yang dibuat sehinggalah pada tahun 1999, selepas Anwar di buang, barulah kononnya Mahathir menulis kembali untuk meminta bantuan. Kononnya, zaman dia jadi menteri kewangan, dia tak minta bantuan bank dunia lah, Cuma lepas dia tak jadi menteri kewangan, barulah Mahathir minta balik bantuan bank dunia.

9. Kalau kita lihat data dari bank dunia, siapa yg buat pinjaman ni ? rujuk gambar dibawah.


10. Pada tahun 1992, 1993, 1994 dan 1998 ada pinjaman kepada bank dunia dibuat oleh Malaysia. Siapa Menteri Kewangan pada tahun-tahun tersebut ? Bukan Anwar ke ?

11. Sekali lagi Anwar menipu dalam kenyataanya.

12. Perhatikan juga kod pada institusi pinjaman di bawah bank dunia ini. Kod nya adalah IBRD yang bermakna International Bank Reconstruction and Development. Kod institusi yang sama digunakan pada tahun 1973 lagi (rujuk data paling atas) iaitu pada 16 Januari 1973. Kod yang sama juga dibuat untuk pinjaman pada tahun 1992, 1993,1994,1998 dan 1999. Ini menunjukkan pinjaman yang dibuat ini adalah pinjaman-pinjaman biasa yang dibuat oleh negara semenjak dahulu lagi dan bukannya pinjaman pakej khas dari IMF/Bank Dunia untuk atasi krisis ekonomi 1997 spt yg diberi kepada Indonesia, Korea, Thailan dan lain-lain.

Anwar Menipu Lagi ??

1.     Umum mengetahui bahawa Anwar Ibrahim merupakan seorang yang gemar menipu. Siapa yang tidak tahu mengenai penipuan terang-terangan beliau kepada Malaysia dan dunia mengenai 16 September.

2.     Selain daripada itu, beliau telah berkali-kali membuat penipuan sebelumnya. Seperti penipuan mengenai diracun arsenik, penipuan mengenai suntikan HIV dan pelbagai penipuan lain. Malah beliau terkenal sebagai seorang yang gemar berjanji manis dan ber retorik tanpa membuahkan sebarang hasil.

3.     Baru-baru ini, untuk kesekian kalinya, Anwar Ibrahim cuba menipu lagi. Kali ini dalam usaha untuk menghapuskan label agen US yang melekat pada dirinya, beliau menyatakan bahawa Tun Dr. Mahathir ada menghantar surat memohon bantuan kepada Bank Dunia untuk menyelesaikan krisik ekonomi 1999. Rujuk tulisan dibawah:

 
4.  Tun Dr. Mahathir dalam kenyataan balasnya mengatakan bahawa Anwar Ibrahim penipu dan sememangnya seluruh rakyat Malaysia tahu bahawa Anwar Ibrahim adalah penipu dan tidak mustahil beliau akan menipu lagi.

5.  Kita juga mengetahui bagaimana pada masa krisis 1997-1999 itu, Tun Dr. Mahathir tidak mahu menerima pakej ekonomi dari IMF dan Bank Dunia. Kita juga tahu bahawa Anwar Ibrahim diatas kelemahan beliau sebagai Menteri Kewangan yang mungkin tidak faham asas-asas ekonomi, mahu mengikut langkah-langkah yang dicadangkan oleh IMF. Ini kerana beliau tidak ada idea lain yang boleh difikir sendiri melainkan menerima idea orang lain sahaja.

6.  Selepas kenyataan Tun M dan cabaran terhadap Anwar supaya menunjukkan surat seperti didakwa, kumpulan pembangkang cuba memanipulasi dengan menunjukkan data-data pinjaman Malaysia dari Bank Dunia.

7.  Tujuan mereka (Pembangkang) adalah semata-mata untuk menegakkan benang yang basah bahawa Tun Dr. Mahathir ada menghantar surat meminta bantuan Bank Dunia untuk mengatasi krisis ekonomi 1997-1999.

8.     Mungkin mereka di kalangan parti Pembangkang menyangka rakyat Malaysia ini bodoh dan boleh diperbodohkan mereka. Sebenarnya mereka hanya menonjolkan kebodohan mereka sendiri.

9.    Anwar bercakap mengenai bantuan untuk mengatasi krisis ekonomi 1997-1999. Tun M juga becakap mengenai pakej bantuan untuk mengatasi krisis ekonomi 1997-1999 (dari IMF dan Bank Dunia)

10. Tetapi kemudianya, Anwar dan puak pembangkan memutar cerita bercakap mengenai pinjaman negara terhadap bank dunia.

11. Mereka gagal membezakan pakej kewangan untuk atasi krisis ekonomi dengan pinjaman dari bank dunia.

12.  Boleh dikatakan kesemua negara di dunia ini meminjam dari Bank Dunia. Sila semak data pinjaman negara-negara di laman web bank dunia. Negara-negara yang maju pun meminjam dari Bank Dunia. Malaysia juga sering meminjam dari bank dunia semenjak dahulu lagi. Ini bukannya perkara yang baru

13. Meminjam dari Bank Dunia tidak sama dengan menerima pakej bantuan kewangan untuk krisis ekonomi. Pinjaman bank dunia ini tidak sama dengan pakej yang diterima oleh Indonesia, Korea Selatan, Thailand dan banyak negara-negara lain.

14. Cuba tanya  Anwar Ibrahim, semasa beliau menjadi Menteri Kewangan, pernah tak negara Malaysia meminjam dari Bank Dunia ? Kalau Anwar cakap tak pernah, bermakna beliau memang penipu.

15. Gambar dibawah menunjukkan pinjaman-pinjaman yang dibuat oleh Kerajaan Malaysia daripada Bank Dunia.


16.   Cuba tanya Anwar, siapakah Menteri Kewangan dari tahun 1991 sehingga 1999 ? Cuba lihat betapa banyak pinjaman yang dibuat pada tahun 1992, 1993, 1994 dan 1995. Bukankah Anwar adalah Menteri Kewangan pada masa tersebut ?

17.  Kenapa Anwar tidak menunjukkan pinjaman-pinjaman bank dunia pada tahun-tahun 1992,1993,1994,1995 dan 1998 ini ? 

18.   Kalau beliau lupa, mari kita lihat salah satu agreement yang ditandatangani. Agreement ini ditandatangani pada December 1993.

 19.Agreement ini dan banyak agreement yang lain dibuat diantara Menteri Kewangan yang mewakili negara Malaysia. Sila baca Section 6.01.

 20.Bukankah ini juga adalah pinjaman dari Bank Dunia ? Kenapa Anwar dan pembangkang nak menunjukkan pinjaman Bank Dunia yang dibuat pada tahun 1999 ? Kenapa tak tunjuk pinjaman yang di buat semasa Anwar menjadi Menteri Kewangan ?

Adakah Anwar menipu apabila mengatakan bahawa beliau menolak bantuan Bank Dunia ?

21.Ingat, Tun M mencabar Anwar menunjukkan surat bahawa beliau meminta bantuan Bank Dunia untuk menyelamatkan krisis ekonomi pada tahun 1997-1999. Tetapi untuk mengkaburi mata rakyat, Anwar menunjukkan data pinjaman bank dunia yang dibuat oleh negara Malaysia yang merupakan pinjaman-pinjaman biasa mana-mana negara.

My answer to syedoutsidethebox blogspot - Part 2

1. This is the continuation of previous article with regards to Syedoutofthebox article on Proton/AP. The previous article is here :- click here

2. My comment to that article was not approved by the blog owner.  Perhaps the blog owner (Syed) has no answer to my argument. In my comment I’ve revealed his false accusation and mis-leading article. I’ve written that comment in my previous article here.

3. On top of that, I’ve made another short comment to show that the price of the same volswagen Passat in Singapore is RM 488,000. With his logic, Singapore should be 4th world country and the people of Singapore should be the dumbest ever. This comment was approved by him and he has answered to this comment. Please refer to the screenshots.

4. As Syed Akbar Ali has answered to my argument; I have to reply to support my point. Hence I’ve made another reply to answer his comment. This is what I’ve written :-

“Tuan Syed,
The different only in the `reason’. Both country has their own reason to impose certain rules and regulations. Singpore impose COE to restrict the number of car on the road while Malaysia impose Import duty to protect Proton. In my previous comment, I’ve mentioned the reason for the protection and the vision behind Proton project.

Your saying about if Singapore were to make their own national car, they will also tax it to RM 488,000 is just an ASSUMPTION. It is your ASSUMPTION and you do not know for sure. In fact, protection in new automotive industry is common practice to ALL CAR MANUFACTURER in the world and it is a standard in automotive industry. I’m very sure, if Singapore were to produce a national car, they will exempt their national car from import duty or COE.

Btw, Even if we deduct the COE price (~ SGD 60,000) from the total price, the PASSAT will cost RM 340,000 which is much higher the US price of RM 65,000. So, to quote your analogy, Singapore is 4th world country and ‘nak kata bodoh pun boleh lah’ “

Unfortunately, Tuan Syed did not approve that comment. I believe he has not answer to my argument hence not publishing it. Surprise to see he is chicken out.

5. Then, another commenter, anonymous at 1:13 reply to me (addressed to Chewal) talking about purchasing power. Refer to screenshot below.

6. That comment was addressed to me and I have the right to answer to that comment. I’ve written the reply as following:-

“@anon 1:13,
I’ve answered you argument in my reply to Tuan Syed, but he did not publish it. I don’t know why.

You are talking about purchasing power and Syed is not talking about purchasing power. He is comparing the price between discounted US passat and Malaysia’s Passat. He is blaming the AP system which he is totally wrong. He is confused between AP and Import duty.

If you talk about purchasing power, it has nothing to do with import duty. A product without any duty will have the same affect. For example, PS3 in Malaysia cost RM1,200 and in UK cost about 199 pound. A cleaner in UK (earned 700 pound) can buy the PS3 and still has a lot of money left but a cleaner in Malaysia (earned RM 900.00) cannot buy the PS3 at all. PS3 is duty free item. So, you can’t bring the purchasing power in the discussion. We can discuss about purchasing power on other separate topic.

If you can accept Singapore reasoning behind the inflated car price, why can’t you accept Malaysia reasoning?  

Tuan Syed, If you don’t want to publish this comment, please ask anon 1:13 to raise the argument in my blog and I can answer him there.”

7. Again, Syed Akbar Ali didn’t approve my comment. My comment was addressed to anon 1:13 and Syed did not publish it. 

8. Maybe Syed has realized how wrong he is with his article and he has no answer to my argument. I feel this is not a good behavior especially when you let your false argument to the reader you don’t have the responsibility to correct your mistake. The least syed can do is to let my comment go through and let the reader to his blog argue with me. I’m open to any argument and willing to learn my mistake but apparently, Syed Akbar Ali is not.

My answer to syedoutsidethebox blogspot

This is my response to OutSyed The Box blogspot regarding his article on proton/AP. That article can be read here :


I've tried to reply to the blog directly, unfortunately it didn't get through. Maybe it's because the comment is very long. Anyway, I've written the reply here because I feel it is very important to correct some mistakes in his article. There are several factual mistakes, misleading information and unfair comparisons in that article. I've addressed all of them in the following section which is supposed to be my reply in his blog.

1. Tuan syed, Most of the time I will agree with your articles but not this one. It has so many mistakes. Perhaps you have some confusion.

2. Maybe you are confuse between AP and import duty. AP is the Approval Permit or permit to import cars and import duty is the duty imposed by the government to all imported cars (CBU).

3. Even without AP, the government can still impose the import duty. If you are angry with the higher imported car prices in Malaysia, you should blame the import duty and not the AP. If you want to blame the misuse of AP system (those who sell the AP), then you can blame the AP system or the AP holder. And perhaps you should try to understand the whole concept of AP and import duty and why they are proposed by Tun M.

4. I would suggest you to read about proton and what is the main objective of that industry. Please refer to this link : http://chewal.blogspot.com/2008/07/selamat-hari-lahir-proton.html. I've done a bit of research myself since 2003 and have written about it in the BN backbenchers forum 9 years ago. The forum has died.

5. In that article, I've written the history of automotive industry in Malaysia and why Tun M proposed the proton project.

6. The most important thing is, Proton is not purposely made to just produce car. It is far beyond that. It is about complete development of a nation, people and the country. In a simple word, what Malaysia has achieved today is because of proton. The reason why we can escape from the 1997 economy crisis is because of proton. The reason Tun M's recipe to solve the 1997 economy crisis works is because of proton. As always with all Tun M policy and ideas, you have to think outside the box to understand it. Ironically,  its the name of your blog. You have to think far ahead to get the gist of his idea.

7. With Proton, Tun M is not developing an automotive industry but he is developing a nation.

8. Now, back to proton as automotive industry. does it fail? the answer is big NO. you can read that article, why proton is a big success. In that article you can see how proton was developed inline with international automotive industry roadmap. everything since the IMP 1 is in accordance to the international roadmap. Even the import duty as the means of protection is inline with international automotive roadmap and this is a common practice with ALL automotive industry in the world. Refer to the article the meaning behind direct and indirect protection.

8. Regarding, AP, in that article I've mentioned why it was imposed. Actually, it has nothing to do with proton because even without AP, the import duty can still be applied to protect proton. However, if the AP is misused and the imported car is undervalued, it can affect proton.

9. In your article, when you compare the price of passat with waja, you are not being fair. first of all, you are must making direct conversio without any CIF cost and minimum import duty. Please note, even with free trade zone (fta), the government can still impose at least 5% import duty. So the price for that passat can be around RM 78,000. Now, you must also know that proton cars sold in Malaysia are subject to sales and exsais duty. If you want to compare duty free waja, please refer to the price in Langkawi. Langkawi is fta where only minimum duty is applied. the price for waja is RM45,000. Now, you can see the different between passat and waja price on the same level playing field. The different is about RM 30,000.

10. Btw, the import duty tariff for imported cars have been reduced according the industrial master plan. the import duty 5 or 10 years ago is higher compared with what you are paying now.

11. Proton development is nicely following the plan except during the blunders made by Pak Lah regime. That 5 years has turned everything backward.

12. Some facts about proton... Proton is the only GLCs bar Petronas that did not asked any help from the government during 1997 economy crisis. Please note, KIA of korea has gone bankrupt during 1997 crisis and almost being sold to outsiders if not with the help of korean government through Hyundai. Proton is the only GLCs that has paid all the government loan earlier than expected. Proton built the Tanjung Malim plant with its own money without any help from the government. Even with tanjung malim plant, Proton still has substantial amount of cash reserve. and...Proton does not need to buy condo to support its business model.

12. Actually, there are a lot more that I can write about Proton and the big picture of people development through the project but I will stop here.

13. I really hope that you can read and understand and make correction where necessary in your article.
